WVDOH's 2023 Standard Specifications, subsection 109.20.1, require e-tickets for asphalt, aggregate, and concrete, through a system that interfaces with the WVDOH e-ticketing portal. The 2025 Supplemental Specifications add pipe, precast concrete products, and reinforcing steel. E-tickets supplement, not replace, the standard weigh ticket content.

Data requirements

Standard weigh ticket information: gross, tare, and net weights, time and date of loading, item number or material description, project number, haul unit license number, weigher signature, plus fields in MP 307.00.50 (aggregate), MP 401.03.50 (asphalt), and MP 601.03.50 (concrete). The system must interface with the WVDOH portal, give field staff smartphone/tablet/laptop access with notes on each ticket, and provide a daily summary report. A digital weigher signature counts as a hand signature. APL-accepted precast, pipe, and rebar must include e-tickets.

What contractors should do

  1. Confirm every asphalt, aggregate, and concrete source on the job sends e-tickets to the WVDOH portal.
  2. Extend e-tickets to pipe, precast, and rebar suppliers on contracts using the 2025 Supplemental Specifications.
  3. Make sure the ticket service produces a daily summary report.
  4. Check the materials procedures (MP 307.00.50, 401.03.50, 601.03.50) for required ticket fields.

What haulers should do

  1. Make sure the plant has your haul unit license number; it is a required ticket field.
  2. Expect inspectors to read and annotate tickets on a phone or tablet instead of collecting paper.
