Maryland DOT e‑ticketing requirements

MDOT SHA's Standard Specifications include Section 121, Electronic Ticketing (E-Ticketing), which requires e-tickets for asphalt, portland cement concrete, and aggregates delivered to the project for placement. The section appears in both the 2025 and the July 2026 specification books; the 2026 book was adopted for use on July 1, 2026.
We did not confirm which SHA contracts invoke Section 121, so check each contract.
Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Section 121 applies to materials delivered to the project site for placement. The 2025 and 2026 standard specification books both contain it. Whether every SHA contract triggers it, or only contracts that call for it, is not stated in the sources we read.

E-ticketing platform

Data requirements
Section 121.03.01.05 lists 23 general fields, including ticket number, contract and FAP number, item number, material, producer ID and location, weighmaster name and number, load time with loading geolocation, delivery time with delivery geolocation, daily and project load counts, truck plate and ID, and gross, tare, and net weight in pounds. Weights and volumes are to 0.01. Asphalt adds mix design ID, waste, load tonnage, daily and project tonnage, and placement temperature. PCC adds mix number, batch time, volume, and a batch report with water/cement ratio, admixtures, and air, slump, and temperature results. Tickets must be transmitted within 5 minutes of creation or change, with a 99.5% service level. Photos, PDFs, scans, or faxes of paper tickets are not acceptable as e-tickets.
What contractors should do
- Test each supplier's data feed into the SHA portal 30 days before work starts, and finish it before the e-ticketing preconstruction meeting.
- Hold the e-ticketing preconstruction meeting 14 days before the first covered delivery, covering support contacts, connectivity, acceptance and rejection, and waste.
- Visit the site with the Engineer 30 days before delivery to test mobile connectivity, and agree on an offline or paper fallback if needed.
- If this is your first time sending e-tickets to SHA, keep paper tickets for one year after the first accepted e-ticket.
- Price e-ticketing into the material items, because Section 121 is not measured or paid separately.
What haulers should do
- Make sure your truck plate and truck ID match what the plant records, because both are required ticket fields.
- Do not leave the site before the SHA inspector updates the ticket status; tickets are not accepted after the truck leaves without the Engineer's documented approval.
