DelDOT requires e-tickets for hot-mix asphalt through Special Provision 763520 Electronic Ticketing, and loads without a matching e-ticket are rejected. FHWA reports DelDOT made e-ticketing a requirement on all asphalt paving projects in spring 2022. DelDOT's construction manual says ready-mix concrete joins the requirement in 2026.

Data requirements

23 reference fields sent by API from the plant's load read-out system, including ticket number, contract number and name, contractor, supplier and plant, job location, weighmaster name and ID, mix design ID, material type, item number, load number, identifying vehicle number, hauler, legal gross vehicle weight, loading date and time, gross, net and tare weight, and daily running total, all weights to 0.01 tons. Loads missing required data are rejected. Suppliers need 99.5% uptime over any rolling 30 days, meaning the Department receives tickets within 10 minutes of creation. At least four calibration eTickets per supplier are due 14 days before shipping. Payment is based on eTickets marked 'Delivered'. Trucks must display the vehicle number on the driver side and the passenger or rear side.

What contractors should do

  1. Get the Department's naming nomenclature from DelDOT and confirm each supplier's load read-out system is connected to tickets.deldot.gov.
  2. Run at least four calibration eTickets per supplier and per hot-mix item at least 14 days before shipping.
  3. Do not reissue or reprint 'Delivered' or 'Rejected' tickets without telling the Engineer.
  4. For 2026 and later work, confirm your ready-mix concrete suppliers are also connected.
  5. Carry e-ticketing costs in the placed item's price; SP 763520 treats them as incidental.

What haulers should do

  1. Paint or post your identifying vehicle number on the driver side and on the passenger or rear side; trucks without it are rejected.
  2. Make sure the plant's ticket shows your hauler name and the same vehicle number.
  3. Keep carrying any paper ticket the Standard Specifications or other laws require; SP 763520 does not waive it.
