PennDOT requires an eTicketing system for asphalt deliveries to ECMS construction projects under Publication 408 Section 413.3(p). PennDOT describes asphalt eTicketing as incidental for all projects. Aggregate and concrete eTicketing were still in pilot status as of PennDOT's March 2026 update.

Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Data requirements

Asphalt eTicket must include ECMS number, Bulletin 41 supplier code, PennDOT material type, eCAMMS JMF year and number, plant ticket ID, date and time ticketed, unique truck ID, gross, tare, and net weights with units, running daily total tons of the JMF with unit, licensed public weighmaster name and license number, and load count. System must integrate with plant load read-out and prevent data alteration.

What contractors should do

  1. Submit the proposed eTicketing system through PPCC at least 30 days before delivery, using the 'Material-eTicketing Producer and Software Vendor Contact Information' submittal with Form CS-9000.
  2. Confirm each asphalt supplier's ticket carries every Section 413.3(p) field, including Bulletin 41 supplier code and eCAMMS JMF.
  3. Make sure Bulletin 41 supplier locations keep at least 10 Mbps internet or the vendor's minimum, whichever is greater.
  4. Plan for paper tickets when internet is down, and make sure inspectors can retrieve the eTicket data later.
  5. Price eTicketing into the asphalt item; PennDOT treats it as incidental.

What haulers should do

  1. Display your Unique Truck ID at least 3 inches tall on three sides of the truck, matching the eTicket.
  2. If another truck on the job has the same number, add color or company name to the ID (e.g., 'Red 123').
  3. Carry the paper ticket when the plant or project has no internet; Section 413.3(p) requires paper tickets for inspectors then.
