Virginia DOT e‑ticketing requirements

VDOT's special provision for schedule (maintenance) work, SP109-000140-00 dated May 28, 2025, requires electronic weigh tickets for asphalt plant mixtures through the VDOT eTicketing portal and makes them optional for other materials. For regular construction contracts, the only VDOT provision found, SP109-000130-00 from October 2019, permits e-tickets rather than requiring them. VDOT's portal is provided by HaulHub.

Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Data requirements

Same information as a printed weigh ticket; Table I-A fields for asphalt include date and time at scale, ticket number, plant name, customer name, State Mix ID description and code, size and type of material, contract number, and weights (table only partly reviewed). Scale data must not be alterable. Tickets must be transmitted before the material arrives on site. Truck drivers must be able to give all ticket information on delivery if connectivity is lost. Where there is no site connectivity, printed tickets are sent in addition and still submitted through the portal. Weighperson certified and bonded for $10,000. Summary of loads and weights due by end of next working day. Technical failures give no basis for time or cost adjustment.

What contractors should do

  1. Check whether your contract is schedule work with SP109-000140-00 or a construction contract with SP109-000130-00.
  2. On schedule work, connect each asphalt plant to the VDOT eTicketing portal before paving starts.
  3. Make sure tickets transmit before trucks arrive; the engineer can reject material if e-tickets are unavailable or malformed.
  4. Keep the automatic scale export working; after 48 hours down you need written permission from the District Materials Engineer.
  5. Do not count on time extensions for GPS, cellular, or software problems.

What haulers should do

  1. Be ready to tell the inspector all identifying ticket information for your load if the site has no connectivity.
  2. Do not arrive before the plant has transmitted the ticket; late or missing tickets can get the load rejected.
