Tennessee DOT e‑ticketing requirements

TDOT has three e-ticket special provisions, for asphalt (SP109ETAS), aggregate (SP109ETAG), and concrete (SP109ETC), all routed through TDOT's HaulHub portal. TDOT's design guidelines, revised July 31, 2026, say to include the asphalt provision on all interstate resurfacing projects and the concrete provision at HQ Construction's discretion.

E-tickets must be in HaulHub within 5 minutes, and payment can be withheld if they are missing.

Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Asphalt: all interstate resurfacing projects, plus other state-route resurfacing after consultation with HQ Construction. Concrete: contracts with concrete items at HQ Construction's discretion. Aggregate: the design guidelines reviewed do not list SP109ETAG, so its selection criteria were not found.

E-ticketing platform

Data requirements

Asphalt: mixture type/item description, TDOT mix design number, project and contract number, county, route, date, ticket number, gross, tare, net weight paid, running daily total, truck number, truck legal limit, time loaded. Aggregate: same without mix design number. E-tickets signed by a Certified Public Weigher (Certified Plant Technician for concrete), fully integrated with the load-out scale, not alterable, able to store data offline. Tickets must be in HaulHub within 5 minutes of creation. Overweight loads are rejected without payment. Missing e-tickets can mean payment withheld on the monthly estimate. No separate payment.

What contractors should do

  1. Check each proposal for SP109ETAS, SP109ETAG, or SP109ETC.
  2. Before the first delivery, confirm every supplying plant is connected to TDOT's HaulHub portal; build an interface if needed, or use HaulHub under TDOT's license.
  3. For aggregate, notify TDOT before delivering or stockpiling on site.
  4. Price the e-ticket system into the material unit prices; TDOT does not pay for it separately.
  5. Reconcile missing tickets fast; TDOT can withhold payment for items without certified e-tickets.

What haulers should do

  1. Keep truck numbers and legal load limits accurate at the plant; the e-ticket carries the truck's legal limit and overweight loads get no payment.
  2. Expect inspectors to accept or reject your load and add notes in HaulHub instead of taking a paper ticket.
