Kentucky DOT e‑ticketing requirements

KYTC requires e-ticketing for asphalt on all KYTC construction projects and for aggregate on contracts above set quantity thresholds, beginning with the June 2025 letting, per Construction Memorandum CM 25-05. Asphalt e-ticketing is now incidental to the asphalt items, while aggregate e-ticketing has its own lump-sum bid item. Tickets go to the KYTC e-Ticketing Portal in JSON by API or direct connection.
Required statewide: The DOT requires e-tickets on all its contracts for at least one material, most often asphalt.

Asphalt: all asphalt items on all KYTC projects. Aggregate: contracts with at least 400 tons of DGA base, or at least 500 tons combined in the aggregate bid item category (e.g., crushed stone base, crushed aggregate No. 2, No. 57).

Data requirements
JSON documents to the KYTC e-Ticketing Portal via API or direct connection; software fully integrated with the load read-out scale at the source; real-time delivery; updates within 5 minutes of a change; test data sharing at least 30 days before placement. Per truck: supplier name, address, phone, plant location, date, time at source, project location, contract ID, carrier name, unique truck ID, material description, mix design number (asphalt) or load number (aggregate), gross, tare, and net weight, weighmaster.
What contractors should do
- Plan on e-tickets for every asphalt item on KYTC work let from June 2025, priced into the asphalt; bid item 26228EC is discontinued.
- Check aggregate quantities against the 400-ton DGA or 500-ton combined thresholds; if met, bid item 26248EC (lump sum) covers aggregate e-ticketing.
- Have each supplier test data sharing to the KYTC portal at least 30 days before placement.
- Bring the software manufacturer's specifications and data-access documentation to the preconstruction conference.
What haulers should do
- Make sure your carrier name and a unique truck ID are set up with the supplier; both are required fields.
- Expect the Engineer to verify loads in the portal rather than from a paper ticket.
