Rhode Island DOT e‑ticketing requirements

RIDOT's Standard Specifications, Section 941, require electronic tickets for all loads of hot mix asphalt and ready-mixed concrete delivered to the project. The section first appears in the August 2024 edition and is still in the August 2026 edition. RIDOT can fine $10 per ton of HMA or per cubic yard of concrete when e-tickets are not issued as specified.
Required statewide: The DOT requires e-tickets on all its contracts for at least one material, most often asphalt.

Data requirements
All materials: date, RIDOT project number and name, prime contractor, supplier, unique truck ID, ticket number, plant/scale name, loaded (batched) time, other truck status times as available. PCC adds water/cement data, batch weights, admixtures, cementitious materials, CPI name and certificate number. HMA adds mix design number, class of mix, modified/unmodified, gross, tare, and net weight, and cumulative tonnage for the paving session. Supplier uptime 99.5% over 30 days; tickets received within 10 minutes.
What contractors should do
- Test each HMA and ready-mix supplier's connection to the RIDOT e-Ticketing Portal at least 14 days before shipping, with at least four calibration e-tickets.
- Confirm suppliers can meet 99.5% uptime and 10-minute ticket delivery.
- Price API, ticket data, and truck numbering into the placed item; RIDOT does not pay for e-ticketing separately.
- Budget for the Section 110 fine ($10 per ton HMA or per CY concrete) if e-tickets are not issued as specified.
- Expect paving to stop at the end of the session if e-tickets stop; paper is allowed only until then.
What haulers should do
- Display identifying vehicle numbers so at least one can be read safely from the work area; trucks without them are rejected.
- Make sure the truck ID on each e-ticket matches your truck.
