Oregon DOT e‑ticketing requirements

Oregon DOT requires e-tickets for asphalt concrete pavement (ACP) paid under Section 00745.90 on projects it bids and awards, through boilerplate special provision SP00190. Suppliers must keep a live connection to ODOT's e-ticket portal, set up with HaulHub. ODOT has said aggregate base and concrete would follow in 2026 and 2026-27, but we did not find those requirements in the specs.
Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Data requirements
Weigh memo must identify the project, materials, date, net weight (gross and tare as appropriate), vehicle, and weigh technician. Supplier system must transmit to the portal within 10 minutes, with 99.5% uptime over any rolling 30 days, and scale data must not be alterable.
What contractors should do
- Price the cost of the e-ticket portal connection into weight-measured pay items; SP00190 makes it a Contractor cost.
- Test each ACP supplier with the portal at least 14 calendar days before hauling, with at least four test weigh memos.
- Confirm each supplier's e-ticket system meets the 99.5% uptime and 10-minute delivery rule.
- Set up an alternate reporting method for delivery points without cell coverage.
- Small producers: ask ODOT early about exemptions; ODOT has said exemption language would cover scales that cannot connect to cloud apps.
What haulers should do
- Make sure your vehicle number on the weigh memo matches the number on your truck.
- Display the number so at least one can be read safely from the work area; trucks without numbers are rejected.
