WSDOT's Standard Specifications require e-tickets for all weighed materials, and Section 1-09.2(1)A sets out an e-ticketing system with a Type 2 Working Drawing and daily summary report. A General Special Provision has required HMA tickets to go through the WSDOT Portal (HaulHub) on all contracts with HMA advertised after January 29, 2024.

Portal use for all materials is required only on select projects with Region approval, even though WSDOT's 2024 bulletin planned it for all tickets in 2025.

Data requirements

E-tickets for all weighed materials with at minimum: date of haul, contract number, bid item (may be entered by receiver), material description, unit of measure, hauling vehicle ID, and net weight (batch/hopper), gross/tare/net (platform, tare a.m. and p.m.), or approximate load-out weight (belt). Type 2 Working Drawing at least 30 days before delivery describing systems, partial-load tracking, and connectivity contingencies. E-ticket in PDF uploaded immediately for the inspector; reliable internet or hotspot at the load-out site. Daily summary in non-editable format: contractor and producer, project and county, truck number, net weight to 0.1 ton, date placed, time loaded, totals by bid item. E-tickets for loads not verified as delivered receive no pay. Inspectors mark tickets Delivered or Rejected with GPS, station/milepost, offsets, and group; partial loads use the Waste field.

What contractors should do

  1. Submit the Type 2 Working Drawing on your e-ticketing systems at least 30 days before deliveries start.
  2. Connect every HMA plant to the WSDOT Portal; check whether the contract carries OPT2, which puts all materials on the Portal.
  3. Provide on-site setup training and ongoing system support to everyone who needs ticket access.
  4. Make daily summaries available to the receiver by end of shift for reconciliation.
  5. Check the edition of the Standard Specifications in your contract; the WSDOT site now serves the 2027 edition.

What haulers should do

  1. Keep the truck's unique ID number legible and visible to the scale operator.
  2. Stay until the inspector marks the load Delivered; tickets for loads not verified as delivered get no pay.
  3. Report partial loads so the waste amount is recorded on the e-ticket.
