Idaho DOT e‑ticketing requirements

ITD's supplemental specifications add subsection 109.01.A.14, which encourages but does not require contractors to use e-ticketing through ITD's HaulHub-run portal. The contractor and Engineer pick which bid items use e-ticketing at the preconstruction conference, and the contractor can switch back to paper on 3 business days' written notice.
Once e-ticketing is chosen, loads without an e-ticket can be rejected and payment is based on e-tickets marked 'Delivered'.
Optional: The contractor can choose e-tickets instead of paper tickets.

E-ticketing platform

Data requirements
Submit e-tickets to the portal as generated; ITD may reject tickets received more than 10 minutes after creation. All materials: date, ITD project number, contractor, supplier, unique truck ID, plant/scale name, ticketed time. PCC adds loaded time, wet and dry batch weights with aggregate moisture, load number, yards, water data, admixtures, cementitious weights, CPI name and certificate number. Flexible pavement adds material type, gross and tare (if not automatic), net weight, mix design number. Optional truck status times. Identifying vehicle number (license plate allowed) on each truck. Calibration test with at least four e-tickets per supplier at least 7 days before shipping.
What contractors should do
- Decide at or before the preconstruction conference which bid items will use e-ticketing.
- Register with ITD's portal and have each supplier install ITD's no-cost HaulHub connector or integrate by API with the plant load-out system.
- Run the calibration test (at least four e-tickets per supplier) at least 7 days before shipping material.
- Do not reissue or reprint tickets marked Delivered, Pending, or Rejected without notifying the Engineer.
- If you want to return to paper, give the Engineer written notice; paper is allowed 3 business days later.
What haulers should do
- Mark each truck with an identifying vehicle number; the license plate can serve.
- On e-ticketed items, expect loads without an e-ticket on arrival to be rejected without payment.
