Oklahoma DOT e‑ticketing requirements

Oklahoma DOT requires e-tickets for bituminous (asphalt) material on every project that uses Superpave, through Special Provision 441-001. Suppliers send tickets to ODOT's HaulHub portal, and delivery trucks must show an identifying number on three sides. The provision does not remove paper ticket requirements.

Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

All ODOT projects using Superpave asphalt; ultra-thin bonded wearing course (UTBWC) has its own e-ticketing provision per the construction manual.

Data requirements

Each eTicket: contractor name, contract ID, project number, state project (JP) number, project name, supplier name and location, date, material description, weighmaster ID, carrier, identifying vehicle number, legal gross vehicle weight, gross vehicle weight, tare, net, sequential load number, running daily net total, and mix design ID. Weights to 0.01 ton. Loads missing required data are rejected.

What contractors should do

  1. Register with ODOT's HaulHub portal (haulhub.com/okstatedot) and make sure each asphalt supplier can send eTickets to etickets.ok.gov.
  2. Run the supplier integration test at least 14 days before shipping, with at least four calibration eTickets.
  3. Price API setup, ticket data, and truck numbering into the asphalt pay item; e-ticketing is not paid separately.
  4. Keep paper tickets too; SP 441-001 does not remove paper ticket requirements.
  5. Do not reprint tickets marked Delivered, Pending, or Rejected without notifying the Engineer.

What haulers should do

  1. Display your identifying vehicle number on the driver side and the passenger or rear side; trucks without it are rejected with no payment.
  2. Make sure the carrier name and truck number on the eTicket match your truck.
  3. Expect payment to be based on eTickets marked 'Delivered'.
