Hawaii DOT e‑ticketing requirements
Last verified September 26, 2026
HDOT runs an agency-side e-ticketing portal (HaulHub's EDOT) and told its construction staff in July 2026 that all projects must use EDOT to track material tickets. HDOT reports 11,998 e-tickets processed from January 2025 through June 2026 across asphalt, ready-mix concrete, and aggregate, with 9 onboarded suppliers named. No contract specification requiring contractors or suppliers to send e-tickets was found.
Pilot: The DOT is testing e-tickets on selected projects or has announced plans.

Data requirements
No published HDOT data specification found.
What contractors should do
- Ask the HDOT project engineer at preconstruction whether the project is set up in EDOT.
- Create the project in your HaulHub portal when HDOT asks, as the July 2026 newsletter instructs prime contractors to do.
- Confirm each supplier on the job is onboarded to HaulHub's supplier system before deliveries.
- Keep paper tickets until HDOT confirms e-tickets are flowing for the project; no contract language on paper backup was found.
What haulers should do
- Ask the prime contractor whether tickets on the job go to HDOT electronically.
- Keep producing and handing over paper tickets unless told otherwise; no HDOT hauler requirement was found.
