South Carolina DOT e‑ticketing requirements

SCDOT requires e-tickets for all asphalt mixtures delivered to projects whose contract carries Supplemental Technical Specification SC-M-409. The current version, SC-M-409 (07/25), was FHWA-approved on July 7, 2025, and applies to lettings from July 2025 on. Tickets must reach SCDOT's HaulHub (EDOT) portal within 10 minutes; aggregate and concrete are not covered by any SCDOT e-ticket spec found.

Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Data requirements

16 fields: date, ticket number, SCDOT contract/file number, contract/file description, contractor, supplier, plant/scale, weighmaster, mixture type, SCDOT job mix number, unique truck ID, ticketed time, gross, tare, net weight (tons), cumulative daily total (tons). Weights to 0.01 ton. Live connection to the SCDOT portal by direct plant integration or third-party vendor API. At least 5 calibration e-tickets no later than 14 days before first delivery, per contractor/supplier. 99.5% uptime over any rolling 30 days; uptime means the ticket reaches the portal within 10 minutes of creation. No separate payment; cost is incidental to the material.

What contractors should do

  1. Check the proposal for SC-M-409 and note which version applies to your letting date.
  2. Confirm each asphalt plant on the job has a live connection to the SCDOT HaulHub portal, direct or through its ticketing vendor's API.
  3. Run the 5-ticket calibration test with the RCE no later than 14 days before the first asphalt delivery, for every approved supplier.
  4. Price the e-ticket system into the asphalt unit price; SCDOT pays nothing separately for it.
  5. Get RCE approval before any ticket is re-issued; unapproved re-issued tickets can cause load rejection.

What haulers should do

  1. Make sure every truck carries a unique truck ID that matches what the plant enters on the e-ticket.
  2. Do not leave the plant until the e-ticket has been created; loads without an e-ticket, with missing fields, or whose ticket arrives more than 10 minutes late may be rejected.
  3. Paper tickets are allowed only at the RCE's discretion, for causes beyond the contractor's control, and only until the end of that paving shift.
