Louisiana DOT e‑ticketing requirements

DOTD's 2026 Standard Specifications, effective January 1, 2026, add Section 733, Electronic Delivery Ticketing. Asphalt concrete is measured from electronic batch tickets received per Section 733, and certified concrete plants must have an approved digital ticketing system that provides data per Section 733. Tickets go to DOTD's data portal before the truck leaves the plant or within 5 minutes of ticket creation.
Required statewide: The DOT requires e-tickets on all its contracts for at least one material, most often asphalt.

Data requirements
Ticketing vendor sends data to the DOTD portal by the portal host's approved method and keeps an audit log; an image does not replace data fields. System fully integrated with the plant load-out scale; test data sharing at least 30 days before project start; transmit before the truck leaves or within 5 minutes of ticket generation; updates within 5 minutes. Batch ticket fields: unique ticket number, date and time created, DOTD project number, DOTD mix design identifier, mixture type, plant, contractor, unique truck identifier, load time, delivery time when available. PCC adds batch size, net weight, component names with target and actual batch weights, aggregate moisture, total water, w/c ratio, allowable water, water added in transit, daily total. HMA adds lot number, gross and tare if not automatic, net weight, daily total. Payment incidental to the material.
What contractors should do
- Submit the list of unique truck identifiers to the Engineer at least 3 calendar days before work starts; do not change them without written approval.
- Confirm each asphalt and concrete supplier's ticketing vendor connects to the DOTD portal and tests the connection 30 days before project start.
- Price e-ticketing into the material; there is no separate payment.
- Tell DOTD immediately about a ticket transfer failure; offline or printed tickets need the Engineer's approval.
What haulers should do
- Put the approved truck identifier on both sides of the trailer or bed and on the tailgate, legible from 100 feet.
- Use only the truck identifier approved for the project.
