Iowa DOT e‑ticketing requirements

Iowa DOT's Developmental Specification DS-23032, effective October 17, 2023, requires electronic tickets for all loads of the primary material on projects where it is included: asphalt (flexible paving mixture) on HMA resurfacing projects or ready-mixed PCC on PCC paving projects. Ticket data goes to Iowa DOT's portal by API before the truck leaves the plant. E-tickets for other materials are optional.
Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Data requirements
HTTPS POST of JSON documents to https://iowa.dot-portal.io with a customer-specific API key in the HTTP header. Transmit before the truck leaves the plant; transmit updates within 5 minutes of a change. Test data sharing at least 30 days before project start. Net weight (or volume for concrete) to 0.01 ton or CY and running daily total. All tickets: date, Iowa DOT project number, contractor, supplier, unique truck ID, plant/scale, loaded time, other status times as available. PCC: water/cement time, batch weights, water data, admixtures, cementitious weights, CPI name and certificate number. HMA: material type, gross and tare if not automatic, net weight, mix design number. Payment is incidental to the material.
What contractors should do
- Look for DS-23032 in the proposal; if present, e-tickets are required for the project's primary material.
- Have your supplier connect its plant ticketing system to Iowa DOT's portal by API; any plant ticketing system is allowed.
- Test the data connection at least 30 days before project start and raise it at the preconstruction meeting.
- Price e-ticketing into the material; there is no separate pay item.
What haulers should do
- Make sure your truck ID matches what the supplier uses on the ticket; unique truck ID is required.
- Do not leave the plant before the ticket is created; DS-23032 requires transmission before the truck leaves.
