WisDOT requires electronic load tickets on contracts that meet quantity thresholds: over 30,000 tons of HMA pavement, over 20,000 SY of concrete pavement, or over 1,300 CY of concrete masonry structures (2025 rollout). WisDOT planned to require e-ticketing on most contracts in 2026, but no primary source confirming that step was found.

Tickets go to the WisDOT Portal (HaulHub), and an exemption form exists.

Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Data requirements

Load ticket content per 109.1.4.2 on every e-ticket. Tickets generated automatically by a system fully integrated with the load-out scale, not alterable, with offline capability. Real-time department access via web or iOS/Android app, with ability to record comments. Daily electronic summary per project ID and bid item in an importable format such as CSV. HaulHub states suppliers integrating by API carry a 5-minute data transmission SLA.

What contractors should do

  1. Check each proposal's bid items for the electronic load ticket requirement.
  2. Get every supplier connected to the WisDOT Portal; HaulHub offers a no-cost connector, and WisDOT says it does not mandate a specific vendor.
  3. Submit daily CSV-style ticket summaries per project ID and bid item.
  4. If a supplier cannot connect, file form DT1373 with documented integration attempts and a paper-ticket plan.

What haulers should do

  1. Expect paperless loads on large HMA and concrete contracts; confirm with the contractor whether the job requires e-tickets.
  2. Keep truck IDs consistent with the plant's scale system.
