NDOT runs an e-ticketing portal through HaulHub and publishes data requirements for asphaltic concrete and portland cement concrete e-tickets. HaulHub's agency page says NDOT required e-ticketing in 2025 on asphalt projects with fair cellular coverage and on a few concrete projects, and planned full implementation for 2026. NDOT's own page does not state those dates.

Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Data requirements

All tickets need the contract ID, truck ID, date and time with time zone, contractor, supplier, and plant or scale ID. Asphaltic concrete adds mix type, job mix formula number, gross, tare, and net tons, daily load count, loadout temperature, and running daily net tons. PCC adds load volume, aggregate wet weights and moisture, cementitious weights, water added, actual and maximum water/cement ratio, allowable added water, admixtures, running daily volume, and mix-design targets. Producers or third-party systems posting by API must transmit within 5 minutes and give HaulHub an annual SOC 2 Type 2 report.

What contractors should do

  1. Check each NDOT contract for an e-ticketing requirement, and email ndot.lcopavement@nebraska.gov with contract questions.
  2. Choose a connection path for each supplier: HaulHub's digital connector, a direct API post, or a third-party e-ticketing system.
  3. Map your suppliers' ticket fields to NDOT's data requirements before paving starts.
  4. Confirm cellular coverage along the project, which the vendor page cites as the 2025 deciding factor for asphalt jobs.

What haulers should do

  1. Use a consistent truck identification number; NDOT requires a unique truck ID on every e-ticket.
  2. Ask the contractor whether the job is on e-tickets so you know whether paper is still collected.
