Florida DOT e‑ticketing requirements

FDOT's Standard Specifications let the contractor use either a paper ticketing system or an electronic ticketing (E-Ticketing) system for hot-mix asphalt (Section 320-3.2). The Engineer must get real-time access and a daily summary when e-ticketing is used. FDOT does not require e-tickets on all contracts, and no FDOT requirement for concrete or aggregate e-tickets was found.
Optional: The contractor can choose e-tickets instead of paper tickets.

Data requirements
Electronic delivery ticket minimum: sequential load number, project Financial Identification Number (FIN), date, plant name and location, mix design number, separate mix temperature entries, truck number, gross/tare/net tonnage, and daily cumulative tonnage. The system uploads each load by web service, integrates with the plant's load read-out scale, works offline, and gives the Engineer a real-time viewer (truck ID, load number, mix design, net weight and running total to 0.01 ton, FIN, project location). A daily summary is due within 4 hours of starting work the next working day, plus monthly and end-of-project reports in the software and as CSV. When used, the contractor provides a tablet at the paver and enters e-ticket data into the Asphalt Roadway Daily Report of Quality Control.
What contractors should do
- Decide per project whether to use paper or E-Ticketing under 320-3.2, and tell the Engineer before paving.
- If you choose e-ticketing, confirm the system integrates with the plant's load read-out scale, works offline, and gives the Engineer a real-time viewer.
- Provide a tablet at the paving operation running the e-ticketing software (330-2.1).
- Deliver the daily summary within 4 hours of starting the next working day, and monthly and final CSV reports.
What haulers should do
- Make sure your unique truck ID matches the one on the e-ticket.
- Expect paper tickets on FDOT jobs where the contractor has not chosen e-ticketing.
