Arizona DOT e‑ticketing requirements

ADOT approved a new stored specification, 403ETKT, that lets asphalt contractors use e-ticketing in place of paper tickets on the project. When used, the e-ticket becomes the official project record and the Department stops collecting paper on site. It is at the contractor's option; ADOT's tracking table shows FHWA approval dated July 20, 2026.
Optional: The contractor can choose e-tickets instead of paper tickets.

Data requirements
The contractor supplies the e-ticketing system and integrates it with the plant's electronic weigh system before paving. Each load's ticket is uploaded after loading and pushed in real time by email, text, or push notification. The data viewer must show supplier, customer, project TRACS number and description, plant ID, date and time loaded, gross/tare/net weight, running daily total, load number, ticket number, truck ID, and mix design number. The e-ticket must allow field notes (temperature, rejection, placement location, waste). The Engineer needs full access during and after paving, with PDF and CSV downloads, and the system needs offline capability. A pre-activity demo meeting is required at least 10 working days before paving. With no internet at the plant, paper tickets are used and data must be in the system within 24 hours.
What contractors should do
- Decide at bid time whether you will use e-ticketing on ADOT asphalt work, and raise it at the partnering conference if so.
- Prepare the written outline of your e-ticketing system that 403ETKT requires, and hold the demo meeting at least 10 working days before paving.
- Confirm your plant's electronic weigh system is integrated and that the Engineer gets full access plus PDF and CSV exports.
- Include e-ticketing cost in your contract item prices; ADOT makes no separate payment.
What haulers should do
- Make sure your truck ID matches the ID recorded on the e-ticket.
- Carry paper tickets when the plant has no internet service, as 403ETKT requires paper in that case.
