North Dakota DOT e‑ticketing requirements

NDDOT puts a mandatory e-ticketing special provision, SP 123(25), in selected contracts. When included, every load of aggregate and hot mix asphalt must have an e-ticket sent through NDDOT's HaulHub portal, except materials under 2,000 tons, which may use paper. We could not confirm how many projects carry it.

Required on some projects: E-tickets are required only on contracts that include the provision or meet a size threshold.

Data requirements

Each e-ticket: ticket number, DOT project number or PCN, date, contractor/subcontractor, time of loading, unique truck ID, maximum gross vehicle weight, material type by pay item name, unit, time of delivery, comment field, and running daily total. Weighed materials add gross and tare (if not auto-weighed), net weight to 0.1 ton, and mix design number. An electronic daily haul summary with signed certification statements is also required.

What contractors should do

  1. Check each NDDOT proposal for SP 123(25) and the E-Ticketing lump-sum pay item.
  2. Confirm 30 days before project start that each supplier's e-tickets work with the NDDOT HaulHub portal.
  3. Complete the supplier integration test at least 15 days before shipping, with at least 5 calibration e-tickets marked 'TEST'.
  4. Submit the electronic daily haul summary with the required signed certification.
  5. Expect payment on tickets marked 'Delivered'; loads without an e-ticket can be rejected.

What haulers should do

  1. Make sure your unique truck ID and maximum gross vehicle weight are right in the ticketing system.
  2. Do not accept reprinted tickets without the contractor notifying the Engineer; reprints can be rejected.
